A Programme Designed for Scale
In January 2026, Oracle announced a collaboration with Digital Industry Singapore (DISG)—a joint office of the Economic Development Board, Enterprise Singapore, and the Infocomm Media Development Authority—to support Singapore’s Enterprise Compute Initiative. The programme is explicitly designed to accelerate AI transformation across industries by helping companies establish dedicated in-house AI teams, or AI Centres of Excellence, in Singapore. Oracle is committing up to S$250,000 per company to empower 300 Singapore-based organisations, combining Oracle Universal Credits, training, certification, and discovery workshops.
Removing Barriers to AI Adoption
The financial and technical barriers to establishing an in-house AI capability are substantial for many enterprises. Oracle’s initiative addresses these barriers on multiple fronts. For enterprises requiring private cloud infrastructure, Oracle will sponsor up to S$1.9 million to enable access to Oracle Private Cloud Appliance and Oracle Exadata, delivering enterprise-grade performance, scalability, and security. Combined with the Singapore Government’s support covering 70% of consultancy costs (capped at S$105,000 per enterprise), the initiative aims to lower barriers and enable enterprises to adopt AI at scale. This layered support model recognises that different enterprises have different starting points and infrastructure needs.
The Oracle AI Customer Excellence Center
At the heart of the initiative is the Oracle AI Customer Excellence Center in Singapore, formerly known as the Oracle AI Center of Excellence. The centre is designed to help organisations train teams, test innovations in secure cloud environments, and gain the knowledge needed to transform critical business operations. Its activities span three areas: training, where organisations gain access to certifications on cloud and AI technologies led by Oracle University; experimentation, where early-stage AI innovations can be tested using Oracle Cloud Infrastructure; and transformation, where proof-of-concept projects lay the foundation for full-scale implementation.
A Focus on Critical Information Infrastructure
A distinctive feature of Oracle’s initiative is its emphasis on Singapore’s Critical Information Infrastructure (CII) sectors—the 11 sectors that handle sensitive data and require the highest levels of security and compliance. These organisations often face the greatest barriers to AI adoption because of regulatory constraints and the need for private cloud solutions. By offering sponsored access to Oracle Private Cloud Appliance and Exadata, the programme enables CII enterprises to explore agentic AI, AI-powered analytics, and generative AI in environments that meet their stringent security requirements. Philbert Gomez, Senior Vice President and Head of Digital Industry Singapore, noted that the collaboration will “accelerate companies’ AI ambitions in Singapore, strengthening our position as a global AI hub that unlocks competitiveness through the technology ecosystem here”.
Building a Self-Sustaining AI Ecosystem
The Enterprise Compute Initiative is not simply a subsidy programme—it is an ecosystem-building effort. By helping 300 companies establish their own AI Centres of Excellence, Oracle and DISG are seeding a network of enterprise AI practitioners who can share knowledge, adopt best practices, and contribute to Singapore’s broader AI talent pool. The training commitment alone—to equip 10,000 students and professionals with digital technology skills by 2027—signals a long-term view. As these enterprises mature in their AI capabilities, they will become both consumers and contributors to Singapore’s AI ecosystem, reinforcing the city-state’s position as a regional hub for enterprise AI innovation.
